Combat illegal trade activities nationwide

All import and export activities should be conducted sincerely. Relevant officials need to closely inspect imported and exported goods to ensure that they meet the required quality standards, and care must be taken to prevent dishonest practices from tarnishing the image of the country.

To ensure the rapid and smooth flow of goods, unnecessary checkpoints along trade routes should be reduced, while strict measures must be taken to prevent illegal trade. Illegal trade can cause losses to the State by depriving it of the taxes and duties it is entitled to collect. It can also harm the public, as people may have to purchase and use substandard goods at high prices. There­fore, relevant officials must pay special attention to and take strict measures to ensure that trade is conducted rapidly, safely and smoothly, and that illegal trade is prevented.

Illegal trade must be firm­ly prevented to ensure that it does not undermine the pro­duction capacity and market competitiveness of local eth­nic entrepreneurs engaged in domestic manufacturing, weaken their ability to com­pete, or cause a decline in their competitiveness.

Detailed discussions and instructions were given on systematically conducting inspections at border check­points; preventing, inspecting and taking legal action against the transportation of illegal goods; ensuring the safe and smooth flow of goods along trade routes; and extending the currently used E-Lock system for cargo containers to all trade routes. It was also emphasized that efforts to combat illegal trade must be carried out as a national responsibility in or­der to reduce and ultimately eliminate illegal trade.

The import of illegal goods without paying taxes and without meeting required standards and quality specifications can strength­en the black market for foreign currency. At the same time, the illegal transport and sale of such goods can allow traders in partner countries to manipulate prices at their discretion. The expansion of illegal business activities can also adversely affect price stability in the domestic market.

Personnel assigned to combat illegal trade must perform their duties honestly and faithfully in the interests of the country. Super­vising officers must lead by example and maintain personal integrity, while also continuously monitoring, assessing and supervising the conduct and performance of the personnel under their command.

Only when the government, business community, and all de­partmental personnel involved in combatting illegal trade work together in unity, with the interests of the country in mind, will the fight against illegal trade provide strong support for the development of the national economy and contribute to the growth and develop­ment of legitimate trade.
