Strengthen sustainable investment and development between Myanmar and Belarus
ALTHOUGH Myanmar and Belarus are geographically distant, they are true friendly nations with strong bonds of goodwill, mutual understanding, and trust. As the two countries established diplomatic relations in September 1999, marking 26 years of formal ties, bilateral relations have been progressing significantly.
Bilateral relations have reached the “closest” and “highest” levels, with the upgrading of the Myanmar Consulate-General in Minsk to an Embassy serving as a notable milestone. Even amid the heightened geopolitical and geo-economic challenges of the contemporary world, Myanmar–Belarus relations have been strengthened with mutual trust. Myanmar remains firmly committed to advancing and elevating this relationship even further in the future.
Foreign direct investment is a key driving force in promoting a nation’s economic growth. To foster national economic development, the Myanmar government encourages and invites not only domestic investments but also foreign investments in accordance with the Myanmar Investment Law and the Myanmar Special Economic Zone Law. Furthermore, to enhance economic cooperation and investment with strategic partner countries, bilateral economic Memoranda of Understanding (MoUs) and agreements are actively being signed and implemented.
In doing so, the Agreement on Trade and Economic Cooperation between Myanmar and Belarus was signed on 2 December 2011. Currently, critical initiatives are being prioritized to bolster bilateral economic cooperation and protect investments. In particular, to enhance investment promotion and mutual cooperation, the Memorandum of Understanding on Investment Promotion between Myanmar and Belarus was signed on 28 November 2025. Furthermore, efforts are underway to conclude the Agreement on the Promotion and Reciprocal Protection of Investments between the two countries as soon as possible.
To support bilateral economic cooperation between Myanmar and Belarus, agreements and memoranda of understanding covering trade, economy, science and technology, and culture have already been signed, including MoUs on science and technology cooperation, MoUs on customs cooperation, and export credit framework agreements.
The goal is to combine Belarus’s strong industrial and technological capabilities with Myanmar’s natural and human resources to pursue mutually beneficial economic cooperation. The government will provide the utmost necessary support to ensure that Belarusian entrepreneurs can successfully initiate investments and operate smoothly in Myanmar. By investing in Myanmar, Belarusian businesses will be able to connect to ASEAN and wider Asian markets; in return, products manufactured in Myanmar will gain access to the vast markets of the Eurasian Economic Union (EAEU) member states through Belarus, creating a true win-win outcome.
